役人の書く日本語

仕事で、日本国経済産業省のウェブサイトに公開されている「グリーン成長戦略」に関する資料の半分ほどを読む機会があった。2050年までに「カーボンニュートラル」と達成するために必要なことが書かれているが、役人が書いたこの資料の日本語はかなりヒドイ。うちに来る企業資料の多くにも共通するが、人に読ませようとか、読んでもらおうとかいう気がないようだし、仕事でなかったら読む気にもならない。

まず、「等」「など」の乱用が目に余る。これらは、例えば、文字数の制限が理由ですべて列挙できない場合に使うべき語句だろうが、実際は多くの場合、現時点では判明していない内容が将来発生する可能性を包含するために書いているのだろう。今後、そんな可能性が現実となった場合に言い訳できるようにする責任回避の例だ。

また、一文内に同じ語句を繰り返し使う。みっともないのである。固有名詞ならともかく、同じ語句をひとつの文中に使うなど、書き方能力がないことを明示している。そして、企業資料にも通じることだが、「推進」「強化」「連携」「活用」が大好きのようである。「充実」と「整備」もきっと好きに違いない。

さらに、無用に長い文章が目立つ。文頭と文末の間に、「しつつ」「とともに」「踏まえ」「通じて」等々々々を都合よく使いながら、これでもかというほどの情報を詰め込み、英語で言えば結論がなかなかやって来ない「アタマでっかちで宙ぶらりん」が続く文章や「recursive」の文章にしてしまい、最初から読み直さないといけない場合もあり、また結局は何が言いたいのか不明にさせている。「主語(主格)と述語(述部)の間」と書きたいが、この資料にある文章に主語(行為者)はほとんど特定されていない。「日本国政府」あるいは所轄の「省庁」が主語ということのようだ。

「初期段階から政府や地方自治体が関与し、より迅速・効率的に風況等の調査、適時に系統確保等を行う仕組み(日本版セントラル方式)の確立に向け、実証事業を立ち上げることなどにより、案件形成を促進し、継続的な区域指定につなげていく。具体的には、事業者の重複確保が問題となっていた系統確保について、系統確保スキーム26を適用した系統の公募への活用に向けて、ガイドラインや関係機関の規程等の改訂等、2021年度中に関連するルールの整備を行う。また、国主導による風況調査、海底・海象調査等についての実証事業等を進め、案件形成を促進する。」

「地域に根ざしたガス事業者は、

地域の需要サイドに対する次世代熱エネルギーの供給に向け、

地方自治体や同業種・他業種との連携により

業務効率化や新たなビジネス創出に取り組む事例を参考にしつつ、

主体的な取組を推進するとともに、

その展開を大手ガス事業者、業界団体、行政がサポートすることを通じて、

ガス事業者による地域への貢献や経営基盤の強化を進める。」

「2020年代末の運転開始を目指す米英加等の海外の実証プロジェクトと連携した日本企業の取組を、

安全性・経済性・サプライチェーン構築・規制対応等を念頭に置きつつ、

積極的に支援する。海外で先行する規制策定を踏まえ、

技術開発・実証に参画する。SMRで採用されている革新的技術の技術開発課題の克服について協力を行うとともに、

優れた設計・製造技術をもって脱炭素技術であるSMRの実現に貢献する。」

「8トン超の大型の車については、

貨物・旅客事業等の商用用途に適する電動車の開発・利用促進に向けた技術実証を進めつつ、

2020年代に5,000台の先行導入を目指すとともに、

水素や合成燃料等の価格低減に向けた技術開発・普及の取組の進捗も踏まえ、

2030年までに、2040年の電動車の普及目標を設定する。」

「パワー半導体等の利活用については、

従来のSiパワー半導体の高性能化に加えて、

超高効率の次世代パワー半導体(GaN、SiC、Ga2O3等)の実用化に向けて、

放射光・中性子線施設を活用した物性評価や、高速電子計算機の活用による材料探索等、アカデミアが保有する半導体関連技術・施設等も活用し、

研究開発を支援するとともに、

導入促進のために、半導体サプライチェーンの必要な部分に設備投資支援などを実施することで、

2030年までには、省エネ50%以上の次世代パワー半導体の実用化・普及拡大を進める。」

「将来にわたり、食料の安定供給と農林水産業の発展を図るためには、

生産者の一層の減少・高齢化やポストコロナも見据え、

省力化・省人化による労働生産性の向上や生産者のすそ野の拡大とともに、

資源の循環利用や地域資源の最大活用、化学農薬・化学肥料や化石燃料の使用抑制を通じた環境負荷の軽減を図り、

カーボンニュートラルや生物多様性の保全・再生を促進し、

災害や気候変動に強い持続的な食料システムを構築することが急務である。」

「農山漁村地域の脱炭素化を後押しし、農山漁村地域の活力向上や農林漁業の健全な発展に資する形で、

再生可能エネルギーの導入拡大を加速化するため、

農山漁村地域における再生可能エネルギー導入目標を新たに設定した上で、

小水力発電、地産地消型のバイオガス発電施設の導入、バイオ液肥(バイオガス発電の副産物である消化液)や営農型太陽光発電の活用による地域資源循環の取組の推進等、再生可能エネルギーの地産地消の取組を推進するとともに、

農山漁村における地産地消型エネルギーシステムの構築に向けた必要な規制の見直しを行う。」

「3Rの推進等により1人当たりのごみ排出量や最終処分量が着実に減少していることに加え、人口減少の進行によりごみ排出量は今後さらに減少していくことが見込まれるところ、日本全体での廃棄物処理に必要な処理施設の能力は減少していく。」

 

「また、2021年度末を目途に各都道府県に対して「広域化・集約化計画」の策定を求めることで、

広域化・集約化を推進し、

地域の持続可能な廃棄物適正処理体制の構築と併せて、

廃棄物エネルギーを効率的に回収することによる地域のエネルギーセンターとしての機能や、施設の耐震性等を推進し地震や水害等で稼働不能とならないよう強靱性を確保することによる災害時の電源供給や避難所等の防災拠点としての活用など、

地域の社会インフラとしての機能を高めた廃棄物処理施設の整備を進めていく。」

「技術の社会実装をより効果的に促すためのポテンシャル評価が促進される。」

「また、地域の脱炭素化等の推進については、

地域の未来社会像からのバックキャスト型の視点による技術革新や社会変革を促すため、

人文・社会科学から自然科学までの分野横断的な研究開発を推進し、

国や地域のシナリオ策定や政策横断的な視点による効果的な技術・施策の導入手法等に係る基盤的知見を充実するとともに、

その社会実装を促すため、

多様なステークホルダーによる共創の場となる拠点や、こうした拠点も含めた大学等の地域の「知の拠点」としての機能を一層強化するための大学等間ネットワークである「カーボン・ニュートラル達成に貢献する大学等コアリション」を形成し、

大学間及び産学官の連携を強化する。」

Covid-19 Yo-Yo in Singapore and Japan

 Circuit Breaker (April 7, 2020), Phase 2 (June 18, 2020), Phase 3 (December 28, 2020) and back to Phase 2 (heightened-alert) (May 17, 2021)… It’s been like a Covid-19 yo-yo.

Then, the situation in Singapore seems far better than in Japan, where the central government must coordinate with each of the local governments. Such coordination is unnecessary because, given the size of the country, there is no local government here (Ha!).

With no fuss of waiting in a long line of people, I myself had a first Pfizer-BionTech vaccine shot on May 17 and my second was on June 7, both at Bishan Community Club. These two jabs have given me some security against the virus though, as everyone knows by now, in no way did they no reassurance of me having had the antigen against it.

Tonight, it was reported by Japanese media that the Japanese government will declare a state of emergency in Tokyo, which, the reports say, will last until August 22, a fourth such declaration imposed on the capital. The declaration covers the entire period of the Olympic Games.

And the pandemic has destroyed my micro-business as nobody is coming here on business trips and, of course, I’m staying here with a reluctant quarantine, not going out of the neighborhood except when I got the two shots. It’s been a year since I began returning much of my salary to my company to keep it afloat. But I don’t think this can go on. What’s worse, this country is raising the hurdle for obtaining the kind of work permit which I need have (“EP”) for living and working here.

I’d LOVE to leave Singapore. The current situation makes it like, the longer I work here, the more money I lose. Then (once again), where to go after here? The easiest option for me, in a sense, is to go back to Japan, where I, a Japanese citizen, can be jobless, even homeless, without any kind of visa. HOWEVER, it’s one thing for me to be treated as a foreigner in a foreign country (frustrating but no surprise) and treated as such in my own country, something that I should expect to suffer. I do have to think about my immediate future. But it is not easy especially because of these restrictions of free movement. My company is bleeding still and it is a sieve that can’t retain transfused blood.

来日した大リーガーたちの反論ー彼らの証言

  ほとんど誰も覚えていないだろうが、「Big Red Machine」と呼ばれた全盛期シンシナティの主力の一人に、セントルイス時代の昭和四十三(一九六八)年のワールドシリーズで見る映像とは異なり、シンシナティ時代にはバットを大上段に構えるようになっていたボビー・トーラン(Bobby Tolan)という選手がいた。昭和五十三(一九七八)年の開幕前日だったかに南海ホークスへの入団が発表されたが、期待された成績を残すことなく、あっという間に退団していった。記憶によると、広瀬監督が夏頃、彼について「もう、ワシの手を離れた男やで」と語ったとスポーツニッポン紙が報じたはずである。

 しかし、昭和四十五(一九七〇)年のワールドシリーズ第二戦の実況を聞いていると、地元シンシナティで彼は、

"One part of the Big Red Machine that doesn't need oiling."

だと表現されている。また、昭和五十九(一九八四)年のワールドシリーズ第一戦の実況では、バスケットボールと野球で同時にドラフトされ、野球を選んだトニー・グイン(Tony Gwynn)を指導したのはトーランであり、

"Everything Gwynn does is a tribute to Bobby Tolan."

と名物アナウンサーだったヴィン・スカリー(Vin Scully)が語っている。グインは生涯打率三割三分八厘、安打数三一四一本の記録を残して平成一三(二〇〇一)年のシーズンを最後に引退する。背番号19はサンディエゴ・パドレスの永久欠番となっている。

 トーランは阪急が獲得しようとしたが肩の故障歴を理由に断念し、その後南海が獲得したという経緯がある。選手としては晩年とは言え、南海球団はこれほどの名選手を得ながら使いこなせなかったということだ。

 南海ホークスとは関係ないが、もっと悲惨だったのはLAドジャースやワシントン・セネターズで主砲として活躍した巨漢のフランク・ハワード(Frank Howard)だろう。大リーグでの通算本塁打数は三八二本。昭和四十九(一九七四)年に太平洋クラブ・ライオンズに入団。春季キャンプで比較的小柄だったビュフォードと並んで歩いている姿が「週刊ベースボール」のグラビア特集で取り上げられていた。しかし、公式戦で出場したのは開幕戦だけ。マーティ・キーナート(Marty Kuehnert)の『YESと言えなかった大リーガー』によると、ハワードは「シーズンの開幕二日前、左ヒザに重傷を負い、当日はやっと立ち上がれるような状態だった。それにもかかわらず、彼はファンを失望させたくないからプレーをすると言い張ったものだ。

ハワードが手術を受けにアメリカへ帰らねばならなくなったとき、新聞の多くは、『かつてのドジャースのスター選手といえども、高額の給料を持ち逃げするだけだ』と書き立てた。だが、それは事実に反する。ハワードはヒザの傷を癒してから、オールスター戦の期間中に戻ってきて、後半戦の試合でライオンズのためにひと働きするつもりだった。ところが、オーナーの中村長芳氏が別の選手(註:マティ・アルー/Matty Alou)と契約してしまったのだ。

 ハワードは心の優しい、高潔な人である。ハワードが故意に負傷したのではないことは断言できる。彼が日本でプレーできなかったこと―これは惜しまれてならない」

 ハワード、アルー、そして手指の故障で成績不振だった来日一年目の昭和五十(一九七五)年には「ジョン損」「ジョン公」とまで呼ばれたデービー・ジョンソン(Davey Johnson)は昭和四十三(一九六八)年にアストロドームで行われたオールスター戦にそれぞれ出場している。

 ドン・マニー(Don Money)(登録名は「マネー」)。近鉄球団が用意した住居にゴキブリが出没すると言ってさっさと帰国してしまった。昭和五十八(一九八二)年のワールドシリーズの実況では「dean of the Brewers」と称された。この人も大物である。ジョー・ペピトーン(Joe Pepitone)と並んで、ハワードもマニーは今でも来日した最悪の外国人選手に数えられている。ハワードは後にサンディエゴとNYメッツで監督を務めている。ミルウォーキーでコーチも務め、その時代に日系人初の大リーガーとなったレン・サカタ(Lenn Sakata)を取り上げた「週刊ベースボール」の巻頭グラビアにも登場した。

 しかし、球団の個人オーナーだった中村長芳とスポンサーの太平洋クラブはどうやってビュフォード、ハワード、アルーという大物を獲得できたのだろうか。キーナートが関係していたのかもしれない。レオ・ドローチャー(Leo Durocher)を監督に迎えるという話もあった。

 ハワードとビュフォードは同年に来日し、ビュフォードとジョンソン、そしてクライド・ライト(Clyde Wright)は日本での在籍時期が重なる。トーランと先に来日していたカルロス・メイ(Carlos May)は短い期間ではあったが南海ホークスでの同僚だった。日本球界について、日本社会全般について、彼らの間にあったであろう会話に大きな興味をそそられる。

  昭和四十九(一九七四)年七月のオールスター戦(ピッツバーグ)のNBCによるテレビ放送中に、この年のシーズン終了後に東京でヘンリー・ハンク・アーロン(Henry Aaron)と王貞治がホームラン競争を行う予定であることが紹介された。それを聞いたセントルイスの名捕手だったコメンテーターのジョー・ガラジオラ(Joe Garagiola)は「フン!」と大きく嘆息した。日本野球に対する当時のアメリカでの見方を見事に表したものだろうが、日本野球を実際に経験した人たちが残した実際の声は――。

 "I felt I had to fight my own manager as well as the other team. It was almost as if Nagashima was taking revenge for what happened before.

 "I was the type of hitter who'd get hits on my third or forth at-bat, after I got used to th epitrcher. But I wasn't getting the chance.

I’d never been hit for in the major league, but Nagashima must have taken me out a hundred times; that's what it seemed like.

 "It was goddamned frustrating. Sometimes I'd run out to my position at second base and some other player would be sitting there. It was embarrassing.

 "Nagashima was shitting on me. Baseball is a loud language and when you do something like that, it's tantamount to a public insult.

 "In the States, the players naturally get mad. In Japan, however, it was just the opposite. They say if you get mad, then you have a 'small heart.' It was hard for me to control myself because I'm more sensitive than the average person." (デービー・ジョンソン(Davey Johnson):読売)

 そして、昭和五十一(一九七六)年のオールスター戦の期間中にケガの治療のために一時帰国しようとするジョンソンと長嶋監督との前半最終戦後のやりとり。

 "...Johnson had emerged from the team shower, wearing only a towel around his waist, still dripping water, when Nagashima approached with Tanuma the interpreter and asked, "Are you really leaving?"

  "Yes," said Johnson, "I'm going to see a specialist, Dr. Robert Kerlan in L.A. But I'll be back in three days. I promise.

  "Nagashima, certain Johnson would not return exploded, 'Liar!' he roared, livid with fury, and yanked Johson's towel off. "If you were a real man," he yelled, pointing between Johnson's legs, "if you had two balls like a real man, you wouldn't be going. But you're not a man. You're a woman."

  Then he stormed out of the room.

  "I almost punched him" Johnson told a friend later, "But I didn't do it because I realized he just wasn't capable of appreciating my thinking or my situation. So I picked up the towel, got dressed, and left."

 さらに、治療を終えて日本に戻ったジョンソンに長嶋は干渉しないことを約束したが、日本シリーズ前の練習とシリーズで、

 "We were out there in a torrential rain, diving for batted balls in the muc and cold before hundreds of cameras, flashbulbs popping everywhere. We were supposed to be showing our 'fighting spirit' to the fans. But I got sick instead. I caught the flu and got strep throat. So on the day of the first game, I told the Giants I didn't want to undergo a heavy pregame workout. I wanted to save myself for the game. But the coaches wouldn't hear of it. This was the Japan Series. I had to practice. So I ran and hit and fielded and dissipated my energy. And I went 0-for-4 and struck out twice. The next day I went hitless again and Nagashima took me out.

 "'That's it,' I said to Nagashima, right then and there. 'You broke your promise to me. I worked hard for you to get here and now you start the same old thing. Well, forget it. Im not coming back.'"

  メッツの監督時代に彼はこう回想する。

 "I have never understood why the Giants did that to me. They made me out to be some kind of villain. All the way through, in fact, there was so much misunderstanding, so much distrust…

"I really wanted to play out my career in Japan and then be a coach there and help the younger Japanese in their minor league. In fact, I would still be there today if I had been treated differently.

 "But I guess the apology was too big a concession for Nagashima to make. I was personally crushed that I had to leave because I really liked the Japanese people. I had lots of good friends there and I liked everybody on the Giants team. Even today, its painful for me to relive that experience, because there was so much hurt."

 ジョンソンがその後、アメリカで監督としてどんな成績を残すかはここに書くまでもない。 

 同僚のジョンソンに対する扱いを見て、

"They gave him no encouragement at all. It was the attitude, the way they talked to him. The whole mood. If Davey struck out with the bases loaded, they'd get mad. He'd come back to the banch and there would be glum looks, scowls on all the coaches' faces. The was this cold uncomfortable silence on the bench. They didn't say, 'Shake it off,' or 'Get them next time, Davey,' like coaches normally would in the U.S. Nothing. Davey wasn't doing that bad. But they expected him to lead the league." (クライド・ライト(Clyde Wright):読売)

 日本での三年間を終えて帰国するライトは、彼の後に読売でプレーするだろうアメリカ人選手に次の助言を与えている。

 "Yeah, don't come."

 "It really seemed to me that the Japanese didn't want us around. And that's about the way it was. We were there for one thing, to make a contribution to the club. As far as I was concerned, my job was to play baseball, make my money and go home." (ゲイル・ホプキンス(Gail Hopkins):広島、南海)

 "We're mercenaries, pure and simple. Our job is to do well and let the Japanese players have the glory and take the blame when things go bad."(ウォーレン・クロマティ(Warren Cromartie):読売)

 "You're an outcast no matter what you do. You go 5-for-5 and you're ignored. You go 0-for-5 and it's, 'Fuck you, Yankee to home.'"(レオン・リー(Leon Lee):ロッテ、大洋、ヤクルト)

  "I don't know whether the Japanese system is good or not. I just don't understand it."(ボブ・ホーナー(Bob Horner):ヤクルト) 

 "These guys never speak up.

Once the manager pulled me out of the game in the third inning. I'm hitting cleanup, mind you. So I went to him on the bench and asked why. He said, 'You didn't get a hit.'

 "I said, 'Neither did so-and-so and so-and-so,' and went down the lineup.

He go mad and kind of waved me away. And he sat me down for three days.

 "So I had to go to him and apologize. He said, 'I had to bench you to show that you can't get away with that.'

 "'Get away with what?' I said. 'I didn't do anything. Jeez. You got to be kidding me.'

He said, 'I got to show the other players that you can't do that.'

 "I said, 'Are you kidding me? These other players would never… They run in the hallway to cough. They are afraid to say anything.'

 "Sometimes you just got to stand back and say, 'Hey, wait a minute.'"(リック・ランスロッティ(Richard Lancellotti):広島、登録名は「ランス」)

  読売に在籍したレジー・スミス(Reggie Smith)は、人数を変えながら現在も維持されている外国人枠について紛れもない差別だと述べている。

 "I can't imagine any major league team rejecting a potential star because of where he come from. Look at Fernando Valenzuela. He's a big idol in the States, but he's Mexican. To ban foreigners is discrimination pure and simple."

 関連して、彼はこうも語っている。

 "To say, like Oh and the others are saying, that Japanese baseball should be played by Japanese or Asians alone and that a real World Series between Japan and the U.S. would be impossible as long as there are American players in Japan, seems to me to be just racist.

  "In Oh's case, it's hypocritical. He considers himself Japanese, yet he was a subject of discrimination as a boy because he was Chinese. (Oh was once barred from playing in a national tourney because he was not a Japanese citizen.)

  "The world is getting more international anyway and the Japanese should be thinking 'team versus team' or 'league versus league.' Instead it seems that Japan is still vicariously fighting World War II. Its like the South in the U.S., still trying to hang on to slavery and segregation."

 一九八五年、王貞治が一九六四年に達成した本塁打のシーズン記録に迫ったのが、阪神のランディー・バースだった。モントリオールで同僚だったことがあるクロマティはこの年の七月、

"You know, Randy, the Japanese will hate you if you break Oh's record."

と忠告めいた助言を与えている。バースは、

"But they'll never let me do it. I'll get to 54 and they'll start walking me. You'll see. They'll never let a gaijin break a record like that."

 予想通りの敬遠で五十四本塁打に終わったこのシーズン後、バースは、番組の性質からして冗談かと思うが、「David Letterman Show」で、

"It's just as well they walked me. If I had broken Oh's record, they probably would have taken away my visa."

と話していたそうだ。

 "All the managers manage differently here. I mean they manage Japanese style. So Im the one that's different, really.

It's really hard to maintain a sense of perspective because there is no one I can talk to who thinks like I do. It's a unique position to be in.

 "You know, sometimes I think to myself, I'm going half-crazy."

  "You can have all the Japanese spirit there is, but it still won't help you hit a good curve ball.*"(ドン・プレイザー(Don Blasingame):南海、広島、阪神、南海)

 このような証言は今もほぼそのまま当てはまるのではないだろうか。主力選手を「助っ人」と呼んでいるのは、仲間意識の欠落に他ならないだろうし、アメリカ野球を批判しながら、ユニフォームなど表面的なことはアメリカを模倣しても恥じることがないようである。また、アメリカで過ごした日本人選手にはどんな経験をしたのか、率直に証言を残してもらいたい。日本の新聞がアメリカでの日本人選手の動向について連日報じているが、「XXは出場しなかった」まで記事になっていることを不思議に思う人はないのだろうか。こんなことが本来の野球観戦の楽しみ方だとは思えない。
